We hosted the Charging Futures forum where Ofgem provided an update on the latest progress and we had the opportunity discuss topics in smaller groups and ask questions to an Ofgem panel. 

Charging Futures forum - 14 May 2021

Ofgem hosted a webinar and gave an overview of the CMP343 minded-to consultation and impact assessment as well as taking questions from stakeholders. 

CMP343 is one of the Connection and Use of System Code (CUSC) modifications to implement the transmission demand residual (TDR) reforms in line with Ofgem’s Targeted Charging Review Decision. CMP343 proposes the methodology for TDR charges to be applied only to ‘final demand’ on a ‘site’ basis, as well as how to treat negative locational charges and the application of any charging bands.

The Targeted Charging Review

The session provided an update on the progress of the Targeted Charging Review SCR modifications from both a transmission and distribution perspective, followed by a Q&A with industry experts and Ofgem.

The second Balancing Services charges task force

This session provided an update on the recommendations of the second Balancing Services task force, covering who should pay BSUoS and how it should be recovered. There was also a Q&A with task force members and Ofgem.

The morning session covering access SCR modelling and shortlisting. The afternoon session covered the Targeted Charging Review, second Balancing Services charges task force, and closed with a Q&A.

The focus of this Forum was:

• the progress of the Targeted Charging Review and an update on the analysis Frontier Economics are carrying out;
• the half-hourly settlement SCR;
• the final report from the access arrangements and forward looking charges task forces, and an overview of the Baringa work; and
• how these different programmes of work fit together.

Charging Futures forum - 28 February 2018

The main focus for this forum was on access rights and forward looking charges - building on the work of the task forces around initial options for change.

Four questions considered at the forum:

1. Should there be different access and charging arrangements for household/other small users, compared with larger non-domestic users? Why?
    
2. What are the advantages/disadvantages of moving from a ‘first come-first served’ basis for allocating capacity, to an auction based approach or other periodic allocation? 
    
3. Are there benefits with having a greater range of network access options available?
    
4. What changes could be made to improve the cost reflectivity of network charges?
