CMP432: Improve “Locational Onshore Security Factor” for TNUoS Wider Tariffs

This modification seeks to improve the cost reflectivity of the “Locational Onshore Security Factor” used in calculating Wider TNUoS tariffs, in order for charges to better reflect the way Transmission Owners plan for a secure future network based on the Security and Quality of Supply Standard requirements.
