PM092: Change of STCP21-1 Offshore Development Information Statement to Network Options Assessment

The Transmission licence requirements have changed so the Seven Year Statement (SYS) and Offshore Development Information Statement (ODIS) no longer need to be produced but a Network Options Assessment report does.
