Restoration Services

Restoration (formerly known as Black Start) is the process used to restore power in the event of a total or partial shutdown of the national electricity transmission system. 

Please be aware we have published our consultation on the Implementation of the ESRS (Electricity System Restoration Standard) . A link to this is below and all responses should be sent to [email protected] by no later than 10 December 2021.

Please also note we have published our consultation on the Assurance Framework as part of the ESO Licence condition. This consultation shall also last for 30 days like the ESRS consultation and closes on the 17 December 2021. Please send all responses to [email protected]

Please note we have now published the Commercial Assessment Methodology used for the ESR Tenders found here and below

We contract for restoration services throughout the year.

We assess each potential provider’s capability, while also attempting to minimise distortion to the energy market.

This includes making an assessment of:

  • the potential to provide the required availability (i.e. maintain warm state) without exporting megawatts on to the network;
  • the ability to provide capability across zones and contribute to restoration timescales in neighbouring zones; and
  • the ability to start generating units independently if more than one is contracted at a physical location.
