RIIO-2 draft business plan

A new energy landscape is emerging, with different types of electricity generation, more parties to engage with and changing consumer behaviour.

From this page you can download our draft plan and find out how we're addressing an energy sector that's undergoing massive transformation.

RIIO-2 draft business plan – July submission

We submitted the newly separated Electricity System Operator’s (ESO) ambitious business plan to Ofgem’s RIIO-2 Challenge Group on 1 July.

Our business plan is designed to meet the future needs of the energy market.

Its development is an unprecedented and exciting opportunity for the ESO to engage extensively with stakeholders. This will help us to define and develop our role during a time of significant change.

Facilitating the transition to net zero-carbon emissions

Supported by a new regulatory model, we’ll facilitate the transition to a zero-carbon power system helping to achieve the UK’s commitment to net zero emissions by 2050.

Alongside this, we’ll continue to deliver energy safely and reliably, and drive value for consumers in everything we do.

Next steps for further engagement

We’re keen to understand your thoughts on our business plan including:

  • the costs and benefits
  • the areas in which there are divergent views amongst stakeholders
  • what success looks like for our stakeholders, so we can develop metrics to measure our delivery.

Our next submission – October 2019

Following feedback from our stakeholders and Ofgem's RIIO-2 Challenge Group, we'll continue to develop our proposals and publish another draft version in October.

We’ll inform you about further updates on this website and through our newsletter.
