RIIO-2 draft business plan – October submission

We submitted the second draft of the Electricity System Operator’s (ESO) ambitious business plan to Ofgem’s RIIO-2 Challenge Group on 1 October 2019. 

Our business plan is designed to meet the future needs of the energy market. 

Its development is an unprecedented and exciting opportunity for the ESO to engage extensively with stakeholders. This will help us to define and develop our role during a time of significant change.

Facilitating the transition to net zero-carbon emissions

Supported by a new regulatory model, we’ll facilitate the transition to a zero-carbon power system helping to achieve the UK’s commitment to net zero emissions by 2050.

Alongside this, we’ll continue to deliver energy safely and reliably, and drive value for consumers in everything we do.

We welcome your views

We ask some specific questions below about our plan. Please let us know what you think via the ‘email us’ link below.

  • Are there dependencies between our proposed activities that you think we might have missed? What challenges do you see to deliverability from a broader industry perspective?
  • Do you agree that the activities we are proposing will deliver the benefits that we have identified? Are there any of our proposed activities that result in significant additional costs to your business that we should account for in our CBA process?
  • Do you agree that metrics we have proposed in our plan will effectively measure the ESO’s performance? Do you have a view on the most effective method for measuring balancing cost elements that are within the control of the ESO?

Finally, do you think our proposals will deliver the ESO that you expect us to be? Please indicate either ‘yes’, ‘to some extent’ or ‘no’ in your response.

Our next submission – December 2019

Following feedback from our stakeholders and Ofgem's RIIO-2 Challenge Group, we'll continue to develop our plan and publish the final version in December.
