Forward Plans to 2021

The ESO publishes a Forward Plan each year that describes what we’re planning to do to create value for our customers, stakeholders and energy consumers. This allows them to hold us to account for delivery and enhances our levels of transparency, engagement and accountability. 

Our Forward Plans 

From April 2019, the ESO will legally separate from the Electricity Transmission function and will start operating as a separate company within the National Grid Group. Ahead of then, we’ve worked with Ofgem on a new incentive framework, so we can develop forward business plans that are specific to the ESO’s function within the Group. 

Our Forward Plans are published annually for the financial year, and include a set of criteria for our performance to be measured against. 

Stakeholder engagement and accountability 

Our Forward Plans are developed through extensive engagement with customers and stakeholders. The plan itself allows them to hold us to account for delivery, while enhancing our levels of transparency, engagement and accountability.  

Our Forward Plans and incentive framework 

Our Forward Plans and new incentive framework cover all aspects of our role, which has been defined by Ofgem in consultation with industry. It includes:  

  • Managing system balancing and operability 

  • Facilitating competitive markets 

  • Facilitating whole system outcomes 

  • Supporting competition in networks.

Forward Plan April 2019 to March 2021

Working together as an industry, we can shape the future of energy. The System Operator is publishing three documents as a result of stakeholder engagement: Towards 2030, RIIO-2 Ambition and 2019-21 Forward Plan. These documents set out what we believe the future of the whole energy system will look like, and what we are proposing to deliver for consumers, across three different timeframes.

We present our 2019-21 Forward Plans, setting out our immediate steps until the start of RIIO-2 to achieve our ambitions as set out in the Towards 2030 document and details our deliverables, performance metrics and how the outcomes we drive deliver consumer benefit against three role areas: manage system balance and operability, facilitating competitive markets and facilitating whole system outcomes & supporting competition in networks.

During a consultation, we sought feedback from stakeholders on whether our plans are heading in the right direction to meet current and future market needs and if we are targeting the right activities to deliver most benefit for consumers. We are grateful for the stakeholder feedback we received; this has helped to shape our final Forward Plan please see appendix D within the Forward Plan for further detail.

As we begin delivery against this plan in April 2019, we continue to welcome stakeholders to discuss and challenge our plans to ensure we continue to deliver the right activities that deliver most benefit for consumers. We will publish an updated Forward Plan for April 2020 to March 2021 in January 2020.

We published the final version of our first ESO Forward Plan in March 2018. 

It’s an ambitious plan, outlining the activities and outputs we’ll deliver for 2018-19 to realise value for our customers, stakeholders and energy consumers. The plan also allows them to hold us to account for delivery.
